Bell services issue & how to resolve

We stayed last weekend, used DME but landed about 4 hours before we checked in (had dinner at the airport). When we got to our resort, we called to inquire about luggage, they told us they would bring it 3-5hrs after we checked in, not when we landed. They did infact bring it about an hour later (11:30pm).

Not sure if the OP is checking into the hotel first or heading straight to the park. I got the impression from Bell Svs they waited until you called for it.

The delivery time is stated as 3 to 4 hours after RESORT CHECK IN, so if you are not checking in for several hours it is possible that your luggage has arrived at the resort but they don't know what to do with it since you are not yet registered. If that is the case it doesn't seem unreasonable for bell services to hold your luggage until you call, since I doubt they will send it to the room of a guest who hasn't checked in yet.
 
Yes I agree, it makes sense that it's after you check in, the bell service was terrific though and delivered quickly. As first time visitors we just didn't know what to expect.

Unfortunately for the poor couple checking in ahead of us, their international flight arrived late and their young son was running low on diapers, we were happy to help out but the front desk was less than helpful in telling them there was nothing he could do for them to get diapers or allow them access to their luggage, he told them they would get their luggage in the morning and the father insisted he be called when it arrived even if it was the middle of the night.

If it their flight arrived after 10pm they where suppose to get their own luggage. ME does not pick it up after 10. What happened is it was probably sent to unclaimed baggage and would not be picked up until ME luggage started back up in the morning.
