If someone returns an item that was B1G2 free with a gift receipt, how much will they get?

that could be a $25.00 item paid with a free $10 item.

The items were all the same price
I assumed it would be 1/3 of the value but I thought that there was a chance that it could be $0 since it was free

No, it will be 1/3. While the items were advertised as a promotion, even despite what the receipt might say, the retail price is 33.3% each.
