Well I found out there are several parents complaining about the situation as it affects a whole lot of people in the morning drop off line. If the case is that the school staff needs to take the child by force from the vehicle (as seems to be happening) than a couple of parents have said it needs to be done at the front of the school where it would have less affect on everyone else (parking for everyone else to drop their kids off is not really an option as we don't have a lot of parking space).
I honestly just found it quite odd as I have never seen this before. My oldest has been in public schools for 14 years (all of my kids have attended pre-K/preschool at the public elementary schools) and the recommendations from the teachers/schools we have worked with for kids with separation anxiety was that the parent walk them in and leave them with the teacher or place them on the bus (this was the preschoolers mainly and buses with aids).
I still do not feel it is the school staff's responsibility to carry the child into the school as that puts a lot of strain on the staff member. I think that as a society the school staff and teachers have been forced to go beyond what duties they really should have.
