It's pretty standard practice in the industry. All they're guaranteeing you is the rental fee itself -- for anything that outside entities (the airport, the state government, etc.) impose, you'd have to take that up with the outside entity.

Given that there is a correlation between folks using rental cars to go off-property and thereby redirect revenues from Disney's restaurants and shops to those of other companies, it sure makes a lot of sense that Disney would seek ways to make doing so less attractive to guests
