I believe it is "just" an exterior painting project that involved scafolding covered with tarps while they sandblasted the old paint (includign the large wood beams) and repainted the areas around concierge. At least that was the phase they were working on a month ago.
For some reason (height or setback?) they needed the scafolding instead of just using aerial work platforms ("orange cranes") like the rest of the resort was using. (A month ago I also saw the lift trucks at work in Arusha and the pool area)
