Additional Driver Fees for Spouses??

Does anyone know which rental car agencies offer no extra fees to add a spouse to the car rental?

We are picking up a minivan at Las Vegas airport and dropping off at LAX in June. I know some companies that charge for adding a spouse in Florida were not allowed to charge for the extra spouse driver in California in the past. The fact we are picking up in Vegas and dropping off in California I think allows some companies to charge. Since we are paying premium rates for a one way rental, I would rather not add any extra fees. Just wondering if anyone knew which agencies I should focus on first for free extra spouse drivers. I don't mind joining any clubs as I already am members of Emerald, Alamo, and Dollar clubs.

Here is what Enterprise.com says (so your spouse should not cost extra):

How much is the fee for an additional driver?

This fee will vary by regions but "typically" averages $10.00 per day per additional driver and applies to any additional driver except the following:
•There is no additional driver fee in the US or Canada for authorized drivers. Authorized drivers would be a spouse or domestic partner (either same or opposite sex) who meets the locations rental requirements.
•There is no additional fee in the US or Canada for one surrogate driver for a mobility impaired renter.

Note: State law in California ,Illinois, Missouri, Nevada, Oregon, and Wisconsin allow the spouse to be an automatic authorized driver under all circumstances.

National and alamo do not charge for spouses when you are a member of the Emerald club for National or Insiders for Alamo ( with Alamo's Insider you get one additional driver for free regardless of the relationship_.
