I really don't want to have to carry a booster seat anywhere on this trip but would like to be able to take a cab if we need to or would like to.

Of course if I posted this on the main board I would get flamed
but all three of my girls came home from the hospital in a taxi with no car seat! (We live in Manhattan.) It's just not as though you go fast enough inside a major city like NYC or London to have a huge accident . . . of course I would encourage your daughter to use a seat belt but I wouldn't worry at all about a booster. One more thing, if you are getting too stressed about the luggage and whether you would have to get a taxi from the tube, you could pre-book a car service from the airport to your hotel. Certainly it would be more than using the tube, but less (generally) than hailing a black cab at the airport, and you would get door-to-door service. I know Celestine has some she recommends. Even though I am extremely familiar with the tube I'm not sure I want to deal with the luggage for me and all three girls when we arrive a bit jet-lagged, and may pre-book a car service for that reason.
