It can be pretty darn windy on Deck 10 when the ship's sailing, but Deck 9 is fully enclosed with glass... so there's much less breeze on Deck 9 than on Deck 10.

Well, it's probably Plexi-Glas or some other plastic composite, but yes, all of Deck 9 is protected from the wind except for the seating area outside of Topsider's/Beach Blanket Buffet.
