Where do you call to add free dining?

You call WDW reservations and modify your existing reservation. 1-800-828-0228.

Specifically, though, if you're "adding" free dining, you must call wherever you booked your vacation from originally. If that was the Disney website, then yes you would call Disney at the number provided above. If you booked your trip with AAA, Expedia, Travelocity or a travel agency, you need to call THEM, not Disney. (And in many of those cases, they cannot offer you free dining -- you'd have to cancel and rebook through Disney, or AAA.)
