Again.....it's really going to be up to the individual to decide where their child is going to be the most safe. I have seen 'older' women get up and give their seat to a young mother dealing with two or three kids!!! Go figure.
There will never be any mandates from Disney on who, and who doesn't, get to sit on a packed bus. It gets left to those on the bus to decipher who needs a seat more than they do. It's really pretty simple. If you feel that there are some on the bus, and standing, that obviously (to you) need to sit, then give them your seat. If you feel that you really need the seat you are sitting in, then don't get up. No one can be really sure as to the 'hidden' needs of others. I will promise to not jump to any conclusions if I see someone sitting on a full bus, while others are standing. There are many hidden disabilities.
