When to buy?

OK, my friend rented my points for a family trip and is now really hot on DVC. I read hear some heard rumors of a big promotion this summer, and I also hear of a price increase July 1.

So any suggestions as to the best time to buy? I think he'd prefer to buy from Disney to avoid the closing, and possibly to arrange financing.

What have folks heard?
