When do you send in your background check paperwork?

Is it after the interview? Will they email you if you want to declare something in your background beforehand?

Btw is a marijuana possession charge likely to stop admission into the program? The case was dismissed after community service but it will still likely show up on the background check so I plan on declaring it.
