Do I have to pay the difference when we arrive in WDW to exchange the vouchers for passes?

Yes. If your passes had been activated while he was 9 then even if he turned 10 the next day it wouldn't matter. You pay for whatever age they are when the pass is activated.

I would say yes also, but seeing as how a 10 year old doesn't have any real form of ID then how will they know if his birthday hasn't come yet?

I know this would be considered cheating and each person has to be honest with themselves, but I mean if he turns 10 in February and you travel within a month or so.....

If someone asked the 10 year he would have to lie. Not what I'd want to do to my kid. Not what I'd want to teach my kid. I always tell my kids that if mom and dad won't lie for money you can trust that we won't lie about anything.
