I think you can recreate this for $25-100...depending on what you buy/make. This is what it says online that they do:
Mickey Mouse heard you were coming and so he slipped into your room to leave a special surprise! As soon as you step into your room, you see his footprints leading the way to the bed where a 15" Mickey and Minnie plush pair, a personalized blanket, and a Mickey Mouse-themed welcome package wait for you. Up high, a celebrate banner hangs from the wall. Plus, there's also a colorful Mickey & Friends jumbo balloon waiting in the room. (Please note: Guests of Disney's Animal Kingdom will receive a canvas Disney tote in place of the balloon bouquet, for the protection of the animals.) And look! Here are some other "ideas" for a spin on a "welcome gift":
Create a Fairy Tale – Step into a fairytale and surprise your Princess with a glass slipper and tiara.
Enchanting – By royal decree, you proclaim your darling a real-life Princess and leave her a princess outfit with tiara and slippers. Or for a son, you can leave a pirate outfit or another Disney costume from a character that he loves. Make it something that will fit and double as a halloween costume so that you can get some use out of it!
Here are a few things to get you started:

You will be downloading a PDF and you will need to highlight the letter on the flag and change it to the letter you want to print. There are two styles of flags and you can use them to spell out your child's name or your family name and then hang it on the wall of your hotel:

I also made a "happy birthday" and "welcome" banner and you can find them along with gift tags from Mickey and all of his gang along with balloons and a lot of other things in my 4shared file in the link in my signature then look in the "mickey grand welcome" file.
Mickey Footprint...You will need to make several of these. Then trim them out and place them to look like Mickey walking into the room. You might consider laminating them so that they won't get ruined on your trip to the World:
To save on ink...here is one that you can print on yellow cardstock and then trim out. This uses very little ink!!!
Tink's Shadow...You could trim this out, tape it on the wall, put some gifts below it and sprinkle fairy dust on the gifts. Hobby Lobby has glitter in the arts and crafts section that is actually called fairy dust. It has round glitter and stars. Also, you might consider laminating the Tink Shadow so that the wand doesn't get bent on the trip to Disney. Or even better...you could put this on a window cling and adhere it to the window in your room!:
Here is a note from Mickey that you can stick in a picture frame and put it beside the bed, or with the box/bag/basket. I left space for you to insert a textbox with either your child(ren)'s name(s) or your family name. Mickey would say "Gosh Smith Family,":

Here is an oversized gift tag if someone can use it for their surprise. I used Natalie's scrapbook paper for the background...but changed the coloring:
Now...if you can make an autograph book without your kids seeing...you can add that to the box. Then grab a bunch of Disney things fromt the dollar stores...Dollar Tree has a TON of Disney things and everything is $1.00! Add a t-shirt or two that you made and a pillowcase cover!

Donald Duck's Birthday Present

Goofy's Birthday Present
• Inside Goofy's box is the resort room phone; if you call the number on the card attached, you’ll hear Goofy sing his Birthday wish to you!
• The gifts in his box include sweet keepsakes of "Goofy" memories!
Pluto's Birthday Present
• Pluto's a puppy who’s taken care of this party’s hunger!
• Inside his box are delightful treats specially chosen by Pluto himself including dog-bone-shaped Krispy bars for "people" placed in an adorable dog bowl, and set on a Pluto placemat!
• Pluto is big on dog collars, so he thought a nice surprise would also be a "human collar" (a Disney lanyard that includes a starter pin set!)
Each box is the character's colors and has a small toy hanging off the ribbon. So Mickey's box is red with a yellow top and a black bow. Donald's is blue with a white top a yellow bow. Goofy's is a black box with a blue top and an orange bow. Minnie's is a red box with black top and a red and white polka dot bow. You get the idea...
