Since a vow renewal is not official in the eyes of the law by any means, you don't need a license or an officiant - you're not actually renewing anything to anyone but each other. Pick a quiet spot, say some meaningful words, then go to eat at Palo or Remy. Maybe make a private photo appointment.
An alternative would be to plan something during a shore excursion....there are companies in several of the ports that arrange weddings and vow renewals....

I've been planning our renewal since our first dance at our wedding. (I planned DH's dream wedding, which had nothing to do with MY dream wedding) Alas, as time goes on I grow less and less interested in it!
No idea of the specifics, but there was a marriage ceremony at Castaway Cay during our cruise in May, it happened before everyone else got off the ship.
Another idea...way back when my husband and I were considering a cruise marriage, we looked into getting married while docked in Key West since we both had been stationed there long ago. I have a friend who recently renewed her vows with a company that does that sort of thing at one of their ports, I think it was Antigua, but I'm sure many of them have these types of services.
Keep in mind that if you do plan a renewal in a port, there's always the chance that your ship will have to miss that port due to weather, safety or other considerations. Trip insurance, trip insurance, trip insurance!
