Veranda Stateroom vs Ocean View Veranda Stateroom???

No, they are either Oceanview staterooms or Oceanview state rooms with Verandah. There are some that may be obstructed by a pillar or other object and have a limited view, though.
 
We have cruised twice both with a veranda. Looking in to Hawaii to Vancouver trying to save money. Wonder if the view would be enough? Do windows open? On previous cruises I would sit on balcony before others woke up early in morning .

No, the oceanview room windows don’t open. (Imagine the safety issues lol!) I like OV, it’s a nice way to save some money and still get some natural light. Plus, most of them are on deck 2 so you’re super close to the main areas, dining etc. We did two OVs on a transatlantic cruise and didn’t mind them at all. You can always head up to deck 4 for some outside deck time!
 

Are there verandas that don't view the ocean?
Not on a Disney ship! All verandahs open to the outside and see the ocean. This is different than other cruise lines that do have verandahs that face a garden or something else.
