Resorts do limit the amount of time spent in valet for thier guests. Nor do they usually enforce time limits on guests dining or shopping. However using valet does not supercede the policy of not providing park access for nonresort guests.
Now the catch, is are you going to tell them what you plan to do. If you go to valet and ask can I park in valet and spend the day at the park, they "should" tell you no, as that is the actual policy.
However we all know that at Disney on any given day you will be given a multitude of answers to the same question. However that does not change the policy.
During peak times, nonresident guests have been turned away from valet and directed to the TTC to park.
So it depends on whether one wishes to be honest and upfront, or see what they can get away with.
If the policy did not exist, there would be no signs stated said policy at the entrace to monorail and Epcot resorts.
