Upcoming TSA changes?

One thing that I don't understand, why ban them in the cabin but not in the cargo hold? If they were going to be used to explode wouldn't they be as dangerous underneath as in the cabin?

Because the TSA says they won't. You are correct this "ban" has a HUGE flaw that even a 5 year old could figure out!

The TSA also thinks "it would NEVER occur to a terrorist to fly from someplace besides one of our countries on the bad list" (After all every terrorist attack tried on a plane was on a lane originating from one of those countries, right??? LOL!)

It's theatre!

All luggage in the cargo hold is x-rayed and sometimes searched prior to loading.

But isn't the same done to bags being brought on the plane?

BINGO, we have a winner! But the Thousands Standing Around can say "look we are doing something" (Something effective is debatable!)
 
I was at the Las Vegas airport on Thursday as well. Had flown in from Charlotte on Monday and family flew in from Minneapolis. On Monday nobody had to remove any thing smaller than the 1 laptop in our group. We all had TSA Pre Check and going through Las Vegas TSA we all had to pull out all electronics larger than our cell phones. We assumed it was just a "Vegas" thing.
 
I've had to pull my laptop out for years. What's new is they're (supposedly) adding tablets to items that need to come out of carryon.

Now that I think about it, I forgot to pull my 3-1-1 bag out.

It seems like some airports have stopped having people pull the 3-1-1 bag out in the last year or so. We fly between Hartford and Orlando, and it seems like one of the airports has you pull out the bag for visual inspection and the other doesn't, but I can never remember which was which, and lately I haven't bothered taking mine out of the carry on and I've not been asked.
 
The new Secretary of Homeland Security has said on CNN that the threat of explosives hidden in laptops and other mid-sized electronic devices is what keeps him awake most at nights. He said he would not hesitate to expand the carry-on ban to include all flights if intelligence warrants it. "People will just have to read a book or talk to their kids," he added (quote may not be verbatim.)

It's not so simple for business travelers who have laptops that they need to bring on business trips and who have proprietary or confidential information on those laptops. If my husband ever checked his laptop in a suitcase because he wasn't able to carry it in the cabin, and it got stolen, it would be a security issue for several large corporations and their customers, even with all the encryption and security features.
