Type of ID for tours

Ever since she was 8, my youngest has wanted to go on the "good" tours(Backstage Magic, Keys to the Kingdom, and Yuletide Fantasy). Now that she is approaching the age requirement I want to start planning. The dates I was thinking of actually happens to be the week of her birthday. This will be perfect and we can do one of the tours on her birthday! Since she will be turning 16 on the trip, will a birth certificate and school ID be enough?
 
They told me we needed picture ID since we're in Canada they suggested either a passport or our Canadian drivers license. I'm not sure if that would work. Does she have a passport?
 
If she's about to turn 16 will she have her driver's permit (which in most states you can get at 15 1/2)? That is considered the same caliber as an actual Driver's License as far as identification.
 

NY state Drivers permit worked for my DD - she turned 16 two weeks before we went to Walt Disney World. She also brought her High School ID which had her picture and name on it too.
