Touring Plans "optimized" question?

I tried to put in a personalized touring plan and any attraction that I indicated we wanted to experience more than once, TP put as back-to-back and suggested getting FP+ for both :confused3

This is even the case with the parks that have tiered FP+ -- for example, it indicates that I should ride Soarin' at 2:38 and then again immediately after that, with the suggestion on both that I secure a FP+.

This doesn't make sense to me. Does anyone know what they mean?
 
They suggest fast passes for all rides that they feel would be a good use of a fast pass. Obviously you can't get two fast passes for Soarin'. Once you get your fast passes reserved, you can plug in the times and they will take that into account. They will always put the same ride back to back because the program is trying to save you time and that saves the time of walking back and forth. If you don't want to ride it back to back, just move one of the rides and then select evaluate instead of optimize. I usually try a couple different orders of rides and then see which one has the best combined wait time.
 
Fwiw, I input my touring plan using, for the most part, the cheat sheets on easywdw and then have tp" evaluate" my plan. I don't use the "optimize" feature as it comes up with an odd plan. By using the evaluate feature, it adds the wait times, walk time, and arrival time.
