It's called "tilt & shift". It emulates (simulates?) the look of an actual tilt and shift lens.

So does anyone know if there is a program/way to accomplish this with Elements??? I couldn't find the Quick Mask on Elements so I used the "Search" function and it said "Not Available with Elements". I don't wanna have to go out and spend $$$$ on the actual Photoshop, (but I'm HIGHLY tempted to!!)

Have you looked into "hidden powers of photoshop elements"?
it unlocks more abilities and explains them all very well. I loved it when I had elements 2.
