I tried a few Disney-related ones myself a few years ago...it's a fun effect:

Downtown Disney and the Wyndam Palace hotel (from the Wyndam tower):

It's called "tilt & shift". It emulates (simulates?) the look of an actual tilt and shift lens.

So does anyone know if there is a program/way to accomplish this with Elements??? I couldn't find the Quick Mask on Elements so I used the "Search" function and it said "Not Available with Elements". I don't wanna have to go out and spend $$$$ on the actual Photoshop, (but I'm HIGHLY tempted to!!) :lmao:

See this link for info. You'll have to dig but there seem to be tools that will meet your need.

There is also a Flicker discussion here that shows how to do it.

Have you looked into "hidden powers of photoshop elements"?
it unlocks more abilities and explains them all very well. I loved it when I had elements 2.

Three layers, one with saturation increased, one copy with some blur, another copy with more blur. Mask as appropriate.
 
Wow.. that's cool. I guess I've never run across pics like that, or I thought they were models lol

That is awesome!! Especially since sometimes upper vantage point shots like that sometimes show some unsightly roof tops and utilities.
