My wife just talked to a supervisor.
She said:
The automated system (via phone) was fine to use. It's just not set up correctly.
DVC's system somehow killed a BOG ressie, while trying to modify it, and they couldn't get it reinstated...so they're referring all guests to the dining line for modifications.
She said they know about the problem with the automated system not asking for CC#'s.
I hope this is true. Just got on hold with the main number... again. I hung up after I got through automated. Ugh. I think it's going to be a lazy day at home today!

. I just got off the phone with DVC and added my CC to my ADR. She did get an error at first, but after putting me on hold for a minute, she came back and said that everything was all set. I'm a worry wart, so I will be calling WDW-DINE later today to confirm. Geez, this is waaay too much stress for a Monday
