Sorry to hijack the OP's thread but here's our similar dilemma.

Also travelling from UK, with our 4yr old. Following our week at WDW we head to Port Canaveral for a (non Disney) cruise. Our TA has arranged for transport to get us from CBR to PC by minivan. The documentation that has come from the TA states that we must provide a child seat, which I don't see as being practical.
If you aren't willing to provide a child seat, you should be prepared for your 4-year-old to not be allowed to ride in the van. Just get a backless booster or a bubble bum. Or rent a car and drive yourselves.
 
Have your TA call other car services. I have gotten places in FL that will provide a car seat but they require that you install it (or at least check it) and the documents state that you are aware that if there are any defects etc in the seat it isn't the driver or companies fault.
 
To the PP with the 4 year old - definitely have a booster available - they cost between 20-40$ depending on what you get. We have a bumblebum but we wouldn't use that for a drive that was an hour or any drove where my normally harnessed child might fall asleep. (We used it on a cruise vacation for a 10 minute taxi ride for my 4.5 year old and when our DSL was 7/8, but we will have a high back booster for our trip next month). I also agree that other services would have booster seats available to rent/use. Will you not need a car when you arrive in PC? (I may be getting tripped up on the word 'hire' - will you be driving the car for the week or was a service hired to drive you from WDW to PC)

When we booked the trip, it wasn't an issue as (as far as we knew) we were getting DME from airport to Resort, then DME back to airport where we would pick up a Royal Caribbean coach transfer to Port Canaveral. However, we were then informed that as we are the only family doing this, our TA has arranged a direct transfer by minivan from Resort to Port Canaveral (which is obviously better), except that it has thrown up the child seat issue which would never have occurred to us.

You do not need (and cannot use) a car seat or booster seat on a bus. Smaller passenger vehicles are a different story.

They originally had the bus and this wasn't an issue but now they are being booked for a direct transfer using a minivan so they need on now.

Yes, I know. I was explaining that it isn't an issue with a motorcoach or bus, but that a smaller vehicle is a different story.
 
For the person with the 4 year old, I agree a backless booster is an easy option. Get one delivered to your hotel via amazon, etc.

Or what we used to do was take the backless booster and it slid right into a reuable grocery shopping bag (fit great). At least domestically it didnt count as a carry on item in terms of limits. We would then carry it on and place it in an overhead compartment. It was super light weight and easy to carry. And, I didnt have to 1- worry it would get damaged being checked and 2- rent one from the rental car agency for 3 times the price of the seat and not know its history.

Decided on a Trunki. It's a little more expensive, but has the dual use of a back-pack, so can be used as carry on etc
