surprise trip next week! epcot question...

hi all, haven't posted in quite a while. it turns out i'll be in orlando next week for kind of a spur-of-the-moment "surprise vacation." i get to spend at least a day or 2 in the parks (probably not more; my friends will be MAD if i pull them away from the golf course any more than that!) and i have this question:

does epcot (or WS) open up after a certain time to shoppers and diners without tickets?

i seem to remember that epcot opens (or used to open) at 7pm to the public so that people can eat & shop without having to pay full admission. is that the case? if not, was it ever? or am i just imagining this whole thing?

*edit* ps. i just realized this is pretty much a double post. i didn't see my last post the first time i looked for it, and i thought it didn't show up for some reason. sorry!
 
I could be wrong but I don't think that is the policy any more. Would be nice though.
 
I seem to recall there being a "shopping pass" that was supposed to only be for any hour so that if you needed something WDW exclusive, you could run in and get it. I've never done this, so I'm not sure of the details; maybe someone else knows for certain if this is still a policy.
