Yes they do still sell them, its called a Spira. I bought one in January at Star Wars Trading Post, the Star Wars shop in Downtown Disney. It costs $5 and you have to load $100 on it at the time of purchase. It can be used the same way as normal gift cards. I added it to the gift card website and transferred a balance from an email gift card. I used it for my spending money in the park, not only in shops and restaurants but on the App for mobile ordering,

If there are new cm's in shops or restaurants, some don't know what it is but most cm's do. The only place where a cm didnt know it was when I went to reload it and put more money on it at World of Disney in Downtown Disney. The cm was new and it was the reload a gift card process that she didnt know and had to get help from a colleague.
This is my one, there is a bar code and card number on the back, the same as normal gift cards. The writing on the paper holder is Aurebesh, its fun to translate it
