So I'm driving home going through a neighborhood and the driver in front of me was driving very slowly. When the lane markings indicated that I was legally permitted to pass (broken yellow line), I decided to pass. This idiot in front of me moves to the left a little in to the oncoming and as I'm trying to pass. I *thought* that they had accidentally drifted into the oncoming lane. So, I attempted to pass again. Apparently they did not drift. They just decided that they did not want to let me pass so they came over again and ALMOST HIT ME. Freaking moron.

Who does he think he is preventing me from doing what I am legally permitted to do?!? I was not breaking any traffic laws at all. I was JUST TRYING TO PASS. These are the kinds of people that make society the craphole it is. I really wish this guy (and people like him) would just go away and rot. The world would be a better place.
 
Oh I'd be soooooo pissed! I have road rage so there a no telling what I'd do to someone like that!
 
Speed limit is 25 on residential streets here. Isn't that universal?
 

License plate numbers should really be the person's cell phone. Wouldn't that be fun?
 
Once I passed a guy and afterwards, he blew his horn at me. He continued to blow his horn at me until I stopped in front of him, got out of my truck and confronted him. Of course he stopped blowing his horn at that point.
 
I've never heard of a universal speed limit in residential neighborhoods. I'm sure it varies state to state. Here in NY, it varies from town to town! We have a long residential street that crosses one town to the next and it goes from 30 mph to 35 mph when it hits the town line.

Where I live, it is definitely legal to pass on a dotted line. In fact, when the line goes from double solid to dotted, there are signs here saying "pass with care". So you were well within your right assuming it's legal there too. Some people just take it personally though. If someone passes me, I'm glad about it - I'd much rather they pass than tailgate.

Getting out of your car to confront someone is asking for trouble. That's next level crazy.
 
Passing in residential neighborhoods here is not legal, are you sure it is where you are?

Neighborhoods come in all shapes and sizes.

Sounds like it's permitted where the OP was driving.

OP - I feel your pain. I deal with slow looky-loos all the time. Posted speed limit is 25 and they are doing 10 looking at all the pretty houses. The smart thing to do is to pull over. No yellow lines at all on some of our roads.

And you know this how? Just because there are dotted lines doesn't mean it's always legal...

Well, he could've been drunk, or a road-ragey idiot. Best to back off at that point, lest it escalate into something worse.

It is in California if there are no signs saying otherwise on surface streets. I think that's known as the "presumed speed limit".

That being said, broken lines always means one can pass if it's safe to do so. I rarely do so in residential areas, but did once when some driver was going maybe 10 or 15 MPH. I also hate drivers who just don't know how to do things like make turns. I saw someone today who didn't approach the curb when making a right turn, and who signaled late. Another driver actually went towards the curb to make the right. That driver was able to complete the turn first, and the other driver (originally in front) then made a wide right. I also deal a lot with left turns that are cut too close. Drivers will often cut right into an area where another car might be stopped. Left turns are supposed to be wide.

I've also dealt with broken lines on rural undivided highways with a 55 MPH speed limit (or higher). Mostly it's ones with a solid yellow with a broken yellow on the side where it's legal to pass. That can be a white-knuckle experience, especially when someone wants to be a jerk and speeds up. California State Route 140 from Modesto to Mariposa is like this. There are a lot of trailers and RVs on the way to Yosemite, and it gets frustrating being behind one going 40 MPH.
