I was wondering what the Spa Raffle is that is indicated on the Personal Navigator on Embarkation day? I'm wondering if there are opportunities to get discounted spa services, besides the daily spa specials.

Yes, they will offer some discounts on some spa services at this event too.

You can participate in the Spa raffle with just putting a card with you name and stateroom number in a basket. They will pull out a few card and those people will receive some free treatments. When we were there the main price was $400 to be spent in the Spa on the cruise. It costs nothing to participate.
There is also a raffle at Shutters the first day to get some free pictures.
Furthermore the DVC-previews sometimes offer a raffle of OBC.

During the first few hours on embarkation day, there will be spa employees stationed in high traffic areas around the ship, encouraging people to sign up for the spa raffle. You have to attend the drawing in order to win, and they use the drawing to promote their services. When I did this on the Dream, it was about 25 minutes and they gave away 5 different prizes. They'd take about 5 minutes to talk up one of the services, then draw a name for someone to win that service. At the end, they offered a discount on a service to anyone who was present at the drawing.

I have a few services already booked (manicure, pedicure, Elemis Oxydermy Facial) but am interested in the previous spa specials that the navigators have listed (specifically the hot stone massage).

Even if you don't win, you may well get a certificate for a percentage off of something on your fish later in the cruise. I know that happened during our first cruise. I didn't use it, but it appeared. I didn't bother with the raffle my last cruise and probably won't again as with my luck if I won anything it would be something stupid like teeth whitening. Sorry, but if I'm going to do that, I'm going to go to a DENTAL PROFESSIONAL and not a spa.

Anyone know the type of prizes they give away? Manicures, Massages, Rainforest passes.... I really don't want to spend my family time at the start of the cruise with something like a sales promo for the Spa but might if the prizes are good.

I've been trying to remember what they were when I went to the raffle in summer 2013... I know there was a tooth whitening thing (hence why I used that as an example). I think there was a cellulite treatment? There was maybe one type of massage. Maybe one of the facials. And a couple of other things. But NOT a Rainforest Room pass.
