Disney did do this when it first opened in September 2019 (I think that was the date we were staying at BWV and ride it a few times) and when we stayed at Riviera in January 2020. It was great...although I, not a big fan of sharing with strangers, it is much faster and nicer than the bus. But that came to an end when they reopened summer 2020. At first it was one family unit at a time...and if you were alone you were alone in the gondola. Same with the elevators, although that was the honor system. Many times I would be in the elevator and it would stop, the doors would open, and we’d all look at each other and I’d say “I’m okay if you’re okay”.When we go skiing. Steamboat Colorado for example. The pack you in shoulder to shoulder...the line must move. I wish Disney would do this.
Our last trip they relaxed the rule a bit and am hoping things are back to normal for our upcoming trip. I was just happy they reopened... and it was smart of them to loosen the restrictions on everything bit by bit.
