Going September 15, 2012 and anxiously awaiting free dining! Come on Disney! A lot of us are eagerly awaiting your announcement!! 

Hmmm. It would be just my luck that if I tried to book this offer, I would get some kind of email, or better yet upon checking in, told that this offer is invalid for me because I am not a Canadian resident. Just like offers for FL residents, wouldn't there need to be some kind of proof that you are a Canadian resident once you check in or end up having to pay the full cost of the dining plan? Just something to think about.
But the thing is... They were told that it is *not* a Canadian discount, just a discount through the Canadian website.
I just played around with some of the numbers, and nowhere on the page does it say it is for Canadian residents only. Usually the 'resident only' discounts will have it plastered all over the page, and you will have to enter some sort of proof upon making your reservation!

I am curious about this too. I played with the offer and got all the way through to the point of entering payment information. It auto-populated my info, including my US address. I did not enter payment info, so I cannot say if it would go through or not. I would think if you needed to be a Canadian resident, it would not allow a US address.
It will allow you I called and asked about this. I was told that when you check in you will be charged for the dinning if you are not a Canadian. I also wonder if this was a free dinning promo for the US and the Canadians did this what the feed back would be. I for one am not going to do this when I would be upset if they did this when it is our turn.
To me it's not worth the risk. I would hate to get to the resort only to be told it was not applicable. Kind of defeats the purpose. I will just wait and see. I figure I will make our resort reservation and if free dining is not offered for out dates, I will change them. There's no penalty as long as final payment hasn't been made, right?

I should also point out that twice it was told to me that "It is not a CANADIAN discount. It is an offer on the Canadian WDW website".

OK...so I looked online at the Canada site and it showed the package. I then went to the US site and it was showing the discount. I booked online and it auto-populated my address since I was signed in. I called about an hour later to confirm it was OK and was told it was. I called two hours after that and told that it was Canada only and I would be asked for my passport when I arrived.
Weird that I was able to book it through the US site and then (as usual) was told by one CM it was OK and then by different CM it wasn't. The one that said it wasn't checked with supervisor and told me I had to change it.
Most likely when you first visited the Canadian site it placed a cookie on your computer. So, when you went back on and thought you were on the US site, you were in fact still on the Canadian site. Same thing happened to me. Once I cleared my history it took me back to the US site with the US free dining dates.
