They take the contracts that they have people waiting for the points. If they have demand and the numbers meet their requirements, (profit), they ROFR. It's a business, no emotion, they don't care who owns the contract or who is trying to buy it.

Since they are about to start selling Copper Creek I would expect ROFR activity to be low over the next few months while they are busy with new sales.

I just bought a 50 point contract yesterday. I received a daily notification from a reseller at 2:00 of their new listings. I saw the one I wanted and called by 2:05. I received a call back later that night telling me I was the "lucky winner" and that there was a LOT of interest in the contract. Small contracts are a hot commodity. Definitely get on reseller mailing lists. One of them updates via Twitter/Facebook every day at 2:00 and 6:00.
