My understanding is the at WDW an adult can only dress in a costume at MNSSHP. Kids can be dressed up anytime. And we all know what it means when someone is "asked to leave." It really means "we're kicking you out." Anyone who "chooses" to leave under such circumstances likely does so because they don't see any alternative. When you are asked to leave, no is not an acceptable answer, and most people siomply comply, albeit begrudgingly. Even if they asked him to change his shirt, that's not much of alternative, as how many people walk around Disney with an extra shirt? I'm sure Disney already saw the damage as being done, and wanted him gone, regardless of whether or not he stopped saying he was Santa, because any of those kids who saw him later would still think he was Santa.
As far as the attention he is drawing, he's drawing EVERYONE's attention to him. Child molestors don't tend to draw EVERYONE'S attention to them.
Mickey and Donald are a completely different issue. Mickey and Donald are Disney characters. It's not even like he was walking around in full costume. He had a hat and a t-shirt that said he was santa.
