Sailing next week, any last minute tips? And a few questions too.

We are on the dream next week after a 7 year hiatus from DCL. Any last minute tips or tricks? Over the door shoe hanger not allowed correct? Same goes for extension cords and surge protectors? How many outlets are in the room? Rooms are ready around 1:30?

First night is cruise casual, 2nd is Halloween, 3rd is Pirate and 4th is dress up optional correct? How many folks wear Halloween stuff to dinner? Pirate stuff? Just trying to figure out what to pack. We are on the Dream for a 4 night and will have costumes.

No over the door shoe hangers, no extension cords or surge protectors. There were plenty of outlets in the room. Rooms are ready around 1:30.
 
Some people use USB outlet hubs to charge all of their electronics at once. They are generally allowed.
We did dress up for the halloween party, and many people also did. There isn't really much trick or treating however. We also dress up for pirate night as do many other people. However, my only experience with Halloween on the High Seas was a 7 night cruise, so the events were more spread out and participation was pretty high. Not sure how it translates to the shorter ones.

Outlets include the bathrooms, one on each side of the bed and usually two along the dresser/desk area.

As noted, over the door hangers are not allowed. You can, however hang them from the various hooks in the room. Or in the closet on a hanger.

Correct, no extension cords or surge protectors. Outlets - 2 on the desk, one on one side of the bed, two on the other side. One behind the TV. And a "shaver only" on in the bathroom.

Rooms are typically ready by 1:30. Sometime it can be a bit earlier or later.

Typically the order of the nights for the 4 night Dream is what you've posted. It can, however, change. Our 4 night Dream cruise they switched Pirate night and Halloween due to the weather report for what would have been Pirate night being umfavorable for fireworks.

People wear their Halloween/Pirate costume to dinner, or not. It's up to you.
 
On our 4 night last year, pirate night saw a lot of people dressed up. Definitely a majority, although it ranged anywhere from pirate t-shirts to full costumes. Halloween wasn't as dressed up, but plenty of people participated where you wouldn't feel out of place either way.
 
My mom thought it was hysterical how many people dressed up for Pirate night (and wore the costumes for dinner). I think it was hysterical shock! We missed eating in the MDRs for Halloween night though, we were at Palo. I bet it was just as good.
