Where can I find a rootbeer float and the jack pumpkin king coffin popcorn bucket at magic kingdom?

You can get a rootbeer float at Aloha Isle in Adventureland (aka Dole Whip float place).
No idea about the popcorn bucket - I've never heard of it before.

You can get the popcorn bucket at the stand in Liberty Square (it's kind of by Liberty Tree Tavern).
