Every TS restaurant we went to always had crayons and a coloring sheet for my son (and we never even had to ask!) Not sure if that's what you were asking though.
Those all sound messy. And somewhere away from the tables. Best you will find is crayons and a sheet at the table. Again, w Disney, most places want to get you in and out. Signature dining is more leisurely, but not child focused

When our kids were little we used to bring our own coloring stuff/things to entertain them to the restaurants. Never electronics though. They still aren’t allowed to use their phones at the dinner table.
At Sanaa they had an activity sheet and crayons. The kids dessert with the meal was a sugar cookie on a painters pallet dish with colored icings and a paint brush to paint the cookie. My daughter loved it and said the cookie was yummy.
I don't know if they still do it, but at Cape May, at least for breakfast, the "tablecloth" was just a huge sheet of plain white paper and the kids were given crayons, so they could draw/color on the whole table.
Pretty much every TS i went to had crayons/coloring place mat. I think even Le Cellier and Tiffins had some too (although my daughter slept through lunch at Tiffins)
All of the TS places offer a kids menu that has some activity pages and a couple of crayons. But it isn't blank paper and some of the activities are geared more towards children that can read, versus toddlers.
We went this past August and every sit down table service meal has a kids menu and crayons. Even narcoosees which is a signature. The only restaurabt that didn't give us one was crystal palace - probably since it was a buffet and we only ordered drinks. Note they only bring them to the table for kids 9 and under who can order from the kids meals, but when they seat you if you have older kids who like to color, just ask and they will give you additional coloring menu & crayons for older kids in your party.
We used to get the Color Wonder coloring books and markers, which are great since they only color on the special paper. For WDW trips, we'd get Disney themed ones - were great for waiting in line - DD had princess and fairy themed, and would color pics to give those characters when we got up to the front. Old line for Tink and friends in Toontown (miss this whole area) was very long and it kept her busy. My kids were always good eaters, so don't remember needing much at meals, between eating and characters at some. I do recall DD coloring on table at Cape May as PP mentioned.
