Really Bad Ebay Issue - Please Give Advice

Okay so heres the important info for a deal thats just gone fluey.

My profile address was (1)
My shipping address was (2)
My paypal address was (3)
My paypal was not verified.

I purchased with 'buy now' a camera for $497 USD which is $625 NZD.

The seller says, sorry, I won't ship unless you are a paypal confirmed (by which I think he means paypal verified).
So the next day I get verified and reply saying, all good. Please ship the goods
He replies, no you're not verified.

I find out he can't see that I'm verified on the payment statement as I wasn't at the time of the payment.

So I have made a second payment for insurance ($3.48) as he reccomended after being verified, so he can now see that I am.

He hasn't responded since.

ebay memeber said, that means I had to be confirmed on EBAY. So what I've done is written in my details on my profile page which were (1) as (3) and also changed my primary shipping address to (3) and it said, this address is synced with paypal. So now all my addressed over the board are all (3) and synced with paypal and I am verified.

The buyer still won't respond.

Ebay doesn't mention that I am confirmed or anything yet though :(
 
Well, I'm not sure what the seller is seeing. I can understand the reluctance to accept palpal as all you would need to do is file a charge back with Paypal, and the seller would be SOL.

I would contact the member and ask for a refund of you payment. If you're truly confirmed, I would suggest you email the seller and ask that he do a buy it now auction (in this email, I would suggest you're willing to pay for any ebay costs that the seller would be billed for - minus the initial investment of listing said item). You would have correlate with the seller that you're both on the computer when it's listed so someone else doesn't snag the bid.
 
Being PayPal confirmed is different from PayPal verified. Verified is associating your bank account to PayPal.

Confirmed is when PayPal sends you a snail mail code in thr mail and you have to log into your account once you get the code, and enter it in. This way they actually know you are at the address you say you are at.

EBay doesn't care if you are confirmed, as far as I know, only PayPal, as that's where the money is coming from.
 
Well I am paypal verified according to paypal.com But they sent me a 4 digit code which I had to get off my credit card statement in the mail. However on paypal.com it says paypal address confirmed is only available to US residents and this auctioneer said that these requirements were specific to international buyers (outside of states)
 

as far as i know, you can only be confirmed in the us, uk and canada. i don't think nz is one of the contries that's confirmable (is that even a word). your seller cannot agree to ship worldwide, accept paypal only and also require you to be paypal confirmed. he has to offer another way to pay.

it would help to see the auction in question. if he does not mention being confirmed in the auction page, he doesn't have a leg to stand on and has to accept your payment or risk being reported as a NPS.
 
Save all emails from the seller, request a refund from PayPal and file a Non-Performing Seller report from Ebay.

Whatever you bought - you aren't going to get it from this seller. An honest seller would have refunded you immediately and said "sorry, I won't ship this to your country."

I don't know what the time frame is... but if it has been more than a couple of days, then I agree with the above...

Forward the seller's emails and request that the transaction be reversed with both Ebay and Paypal.

I do know that many sellers will not ship internationally, as it is hard to guarantee that the item reached its destination, or to deal with it if it is 'lost in the mail'. All a buyer would have to do is 'claim' that they never received it, that it was never sent, and then get the item for free... A seller should specifically state this type of shipment policy on their listing!!!!
