Disney does sometimes make exceptions for "special" guests, I would bet they'd let Justin Bieber go to Palo if he wanted...I remember there was also a NY Times food critic who was allowed to bring her grandchildren to Victoria & Albert's Chefs Table. (She ended up writing about dining there with kids - which is interesting because kids under 10 aren't allowed there and she was given an exception).
I think it is safe to say in both of these situations the special exception meant that no other diners would be in the restaurant with them unless they were invited by the "Special" guest. I can relate to the people who would get upset if a child was in Palo with them. It might be due to the fact they would have liked to bring their kids and were not allowed or because they booked that restaurant because they wanted some adult only time and having a child potentially getting board next to them might be a distraction.
Disney does have every right to do what they want with their ship. I think it would be safe to say though if they were going to break the rules they should close the restaurant in that instance from regular booking or call it a special event so people who do want to dine there know what to expect.
I haven't seen this mentioned but it would be awesome if they had one night on longer cruises (7 nights or longer) during a specific time period where kids would be allowed in these restaurants. Every year I travel to Switzerland for work and stay in a nice hotel in Montreux (Lake Geneva). Each night we have a Remy-like dining experience with wine pairings. My wife has come along and we might bring our daughter in a year or two. She would have to be on her best behavior and we would need to have back up plans (like getting an 10 dollar happy meal) if something didn't work out.
I can see why V&A couldn't do this because you never know if someone only has one night available for a dinner and wouldn't want kids in the restaurant but for longer cruises there are plenty of opportunities to have a seating with kids.
