Rainforest Cafe not on Regular Dining Plan?

I was curious why Rainforest Cafe isn't included in the Regular dining plan? It's not like it's high cuisine! Very confused!

It has nothing to do with the quality of the food. Rainforest and TRex are not owned by Disney (they are owned by Landry's) and they opted not to participate in the dining plan.
