Can you email the regular DVC member's email address and have them book dinner reservations for you? I'd rather not wait on the phone during work.

Not any more. They used to do this but stopped due to all the variables. It doesn't hurt to ask though. Just email and explain the circumstances and give them the parameters. You can also call the WDW DINE number later into the evening, no requirement to go through MS or call during most people's normal work times.

I beleive you can only do this by phone (I have for many years). It is most efficient because they may not have 7:00 but 7:15 and you can answer CM live. This is a great perk of DVC IMHO!

And remember, you can always call late on Thursday nights. That should make it outside your work hours.
