Question Regarding Free Dining

Last summer we booked our trip in early August only to find out later
that free dining started the day after we went home. I just saw something
about it starting on 8/26. What's the deal with being a being Visa card holder? If you don't have a Disney Visa, you can't take advantage of free
dining? Can someone give me some details? Thanks
