Question about magic

I saw some people having two star magic for lets say, the cars. How can they do this? I know you can do the car quests once,and its not tradable...so how do they combine another one when you cant get another one?

after 1 year of the quests, they "re-did" them. So anyone who had completed the old quests got to try the new quests and get 2 stars.
