Private Messaging

What are the min reqs for PMs?

I dont have the ability to send or receive them. Ive checked UserCP and dont see a private messaging set up. I see email and visitor messaging, but no Private Messaging.

Can someone pretty please help me with this. I am apparently suffering from a PDU interface issue.
