PIN Codes and Bounce Back Offers

I hear alot about PIN codes being issued by disney and bounce back offers. Can I ask do Disney offer these to everyone or are they restricted to US/North American residents only?

How do you improve your chances of receiving an offer?

I'm not sure if people outside North American can get them or not. The best guess as to how to get them is to sign up for the travel planning DVD & to make sure you are on their email list. You might snoop around the disney website & see if you can do either of these, despite being in Australia.

I have been on the email list for a few years and have received the DVD twice now. Unfortunately it was the same old one dated back pre-2007.
