Paying to Park for Non-Guest at the Resorts is a simple fix.

It seems like a simple fix to me. If you want to go and park at a resort to shop, see the Christmas Gingerbread decorations, or whatever, you should be able to park for 1 hour free without any validation of any kind. After that you will be charged $20. If you have an ADR, you should be given 2 hours free, as long as your ticket is validated with a time stamp, when you leave. After that, you will be charged $20 Of course there would be exceptions here and there, meals taking longer than 2 hours etc. In other words, if your meal has a time stamp of 3:00 PM, you cant pull out of the parking lot at 8:00 PM and tell the guard that your meal took 6 hours, because it will have been time stamped. Also you cant get there and park at 8:00 AM for an ADR of 1:00 PM, because the 2 hour park free window is still in affect. Seems pretty simple to me. Make it 2 hours free and 3 with a time stamped ADR whatever, it still would accomplish what Disney is trying to do.

My solution, you have to scan your AP pass or magic band when you enter/exit resort parking. If your not a guest staying at that resort then you cannot get into a park on the same day until you've scanned that you've left the wrong parking lot.

Everything else has too much overhead/time
 
I think some sort of validating system would work - and maybe some purchases/restaurant can validate longer for others ... like a Captain Cook's can only gives you 1 hour but Victoria & Albert give you 5 hours or something

Like pulling into most pay parking garages. You drive up to the Arm, it issues a ticket that is time stamped, which you provide to your server, or cast member at Captain Cook's before leaving the restaurants, and of course Disney would have to come up with some sort of time stamping validation system, then you would leave. As far as shopping or just touring the Resort is concerned, no validation would be needed. As long as you return to your car and leave by the allotted free parking time, you wouldn't be charged to park.

This is a good plan. I agree with your annaligy 100%. The only thing that it wouldn't stop or curb are pool hoppers. If there was some sort of pay to park, with some free parking time allotted, the higher overhead would be compensated by the additional revenue. Also, Disney could charge whatever they wanted to if you over stay your free parking time - $20, $30, $40 whatever.

I personally would iterate, get the largest problem solved while you see how it impacts everyone especially with how they encourage/want resort visiting especially around the holidays. pool hopping doesn't require parking to do it so I think that's a different problem that might need a different solution

That's an easy fix. they already do this at the Beach/Yacht Club. We had to scan our bands each time we wanted to go through the pool fence. We were sitting at the bar for a while each day and to get to the bathrooms, the quickest way is to go through SAB, and I had to scan my band.
