Paper Ride Any Time Tickets Question...

This is just out of pure curiosity. We were at HS on Memorial Day and were headed into the park in the later afternoon and we stopped to talk to a man heading out of the parking lot. He gave us 3 paper tickets good for up to 5 riders on any ride for any time that day. He just said he didn't have a chance to use them and we thanked him and headed into the park. I was just curious about where those came from and how he might have gotten them. It was an extremely nice gesture that really made our evening a great one and I just wondered how it came to be. Thanks!
 
I was once given similar passes by a friend who worked for Disney... I was part of a Wdw Moms panel video and they gave us a gift bag with a stack of fp and some luggage tags
 
As far as I know, CMs give them out for various reasons. Some of them are good for just the day, others for longer. We had a few in January that were good, IIRC, for the entire month. We ended up with 3 leftovers, and I passed them on to my dad, who was in FL for another month. Of course, they didn't get back to the park (HS) until February, so I've been kicking myself ever since for not just handing them to a family in the park who would actually have made use of them.
 
We got some from a CM at a FP kiosk earlier this month. Basically we had anytime FPs issued to us by the WDW exec office and they got used instead of ones for Pooh. I brought it to the attention of the CM and she issued me 2 paper FP but I had to indicate which rides I wanted them for and she wrote that on the passes. They were good for 7 days.
