Yes it is only with carry-on. You can pack it in your checked luggage with no problem according to the Southwest website.

I carried on my toiletries bag that had every imaginable kind of health and beauty product in it - hairspray, two kinds of shampoo and conditioner (in plain travel bottles), four mini toothpastes, body spray, lotion, on and on, and though I did get plucked out so they could do a closer search because of my tweezers, they didn't confiscate anything. This at LAX. I think it depends on what you're carrying, what airport it is, and what TSA agent is doing the inspection.
