I'm hoping to get the advice of more experienced eBayers
Here's the situation...
Recently, I bought an item off eBay and paid for USPS Express shipping. A day after I sent money through Paypal, the seller sent me an e-mail saying that they no longer shipped through USPS and would be shipping through UPS. This was an $8 difference not to mention an increase in the shipping time. And even though they claim they no longer offer shipping through USPS. The option is still listed on all of their auctions.
I've e-mailed them several times asking for an $8 refund. They've only responded once and said they would refund the money but so far they haven't done anything.
This is the first time I've run into problems with a seller, so I'm not really sure of what I should do. I'm wondering if I should (or can) file a Paypal claim against the seller.

I will probably send a complaint with Paypal later today. Usually $8 isn't such a big deal to me, but I've started school again ... and that means counting the pennies again *sigh*
