They are on all evening and are not to be missed. If you see them while Fantasmic is on it's a lot less crowded. The music and the dancing lights are spectacular... one of the reasons why we like going at Christmas.

I think there is a lighting ceremony each night - there is a huge switch in New York St where they "turn them on" from - last year it was about 6pm but the map or a CM will be able to tell you for sure, they do a little skit too to pretend that they aren't working and someone from the crowd gets to flick the switch.
I love the Osbourne lights - I get teary everytime, especially when it snows too.
They have the "dancing" throughout the night too. Where the lights dance to the music - it's amazing!
No, there's a short break between when it goes into the dancing lights bit but it's only a matter of a few minutes. i think the dancing lights last about 10-15 mins, then starts up again after 10 minutes or so but the lights are on all the time between the dancing bit.... if that makes sense.
We saw these last year and they were truly amazing, they took my breath away. We watched Fantasmic and then headed over to see them, from what has been said I can see now that this was probably a mistake. It was so crowded you could not even walk down the street and just had to stand looking from one end! I should point out that this was on Dec 23rd so we were there in the busiest week so perhaps it was to be expected. They were still breathtaking though viewed just from one end!
