I had not heard this until now - I know this has been discussed as a possibility open to individual airports in some of the AIT scan threads. It sounds like even though they'll comply with TSA regulations and eventually have the same scanners, use of a private firm will allow them to change the pat-down procedures. At least that's how the commentary explains it, though I'm not clear why that is possible.
