I totally agree... I love to speculate... so much It's a sport for me now... But they can do what they want.
They can't possibly offer a promotion if they don't have the rooms available or the revenue wouldn't support it (if past exp shows, not enough money was taken in by a promotion in that area... I am sure they can figure it out pretty well since most people use keycard throughout their trip) and families with small kids, such as ours... often like values more because of size and themeing... and can go during value season as kids are not yet in school. So my guess would be they are trying to fill mod's and deluxe.
That said... I still think
free dining will be available for all resorts.. don't know why.... just wishful thinking probably.. hey it's disney.. does logic really come into play.... for me it's all emotion
Not only is speculation a sport - but perhaps a BLOOD SPORT (since it feels like I've been popping blood vessels in my brain over this).
My guess is that Values WILL be included - reasons are as follows:
1. Public Free Dining will include September, that much we can be pretty certain about.
2. Two groups have already had Free Dining offered, Bounceback and UK - UK (having almost all of September and a lot of August) could NOT book Values. So no rooms were taken up by them. Bouncebackers were limited to September, but were allowed to book Values. However, I can't imagine that too many rooms were taken by them, especially considering that Disney INCREASED the booking window to guests onsite in early October. I'm sure a lot of people took advantage of the offer, but for MOST guests, Disney isn't an option for yearly vacations. A lot of people who were eligible for the offer are probably there only every two or three years (or so), or perhaps on their once-in-a-lifetime Disney World trip.
3. IF Public Free Dining is also available for ANY part of August, there have been NO Value rooms eligible for that promotion at that time. If Disney is going to allow for Values to be booked in August, they should also be available in September. Maybe not as many, but Disney ALWAYS says that rooms are limited - so act fast on this offer. I don't ever remeber a promotion saying certain resort levels for certain months at the outset of the offer. That might be the case "behind the scenes", people calling and being told their is no availability for their desired resort, but that's normal.
4. I posted in another thread that for a North American guest who doesn't fly to Disney, forcing them to book a moderate will increase the cost of the package by about 25% over a value. That's pretty significant. For UK visitors who must fly, that added cost makes a room rate difference less noticeable - only 13% more than the cost of a package in a value resort. In other words, it is easier for Disney to get away with it. Value resort packages with Free Dining for about a one week stay (2 adults, 1 junion, 1 child) are around $1600. $400 on top of that seems a lot. The same family from the UK, with airfare, in USD, are already usually in the $6,000 price range. Another $400 when you are already willing to pay that much just doesn't seem to be as big of a hit.
Now, I could be wrong and values will be excluded. But, I hope not.
